A Sustainable Solution: Lake Improvement District (LID)

After much research and discussion, the HBA Board believes we have found a viable long-term solution: the creation of a Lake Improvement District (LID). LIDs have been adopted by several other lakes in Minnesota, including Carman Bay and St. Albans Bay within Lake Minnetonka.  These are designed specifically to address challenges like ours. Established by the Minnesota legislature in 1973, the LID program provides a sustainable funding mechanism through a small tax levy paid by all lakeshore owners. This funding will allow us to continue our work with invasive species management, improve water quality, and build long-term community momentum for a healthier lake.

WHY IS IT IMPORTANT?

The current model of fundraising and relying on volunteers is simply not sustainable for the long-term health of Harrisons Bay.  The LID offers a much-needed solution to:

  • Protect our bay and ensure clean, healthy water for future generations.
  • Prevent invasive species like EWM, zebra mussels, and carp from diminishing our lake's enjoyment and ecosystem and improve the habitat of the bay for native species.
  • Safeguard public health by improving water quality and reducing harmful algae blooms.

WHAT WE NEED FROM YOU!

Creating a LID is not a simple process - it requires the approval of a majority of lakeshore owners, along with the approval of the city and the DNR.  We need your support to make this happen.  We want keep the progress we have made on the bay and continue efforts to conserve it for generations to come. Without this LID we are left with knocking on doors each year to get the funds we need to continue and this takes volunteers and an enormous amount of effort.  We'd rather put our resources to improving the bay vs fundraising.  To the right you will find the link to the online petition as well as information links to help you make an informed decision.  PLEASE HELP US MAKE THIS A REALITY.
